Compared to this framework, this study examines one major energy-consuming sector, for which there are significant areas of energy saving: social housing and tertiary sector.

Energy efficiency is the key factor of the European energy policy entire system, because it can help to achieve the strategic objectives that Europe has set for the reduction of CO2 emissions and for sustainability. To this end, the European Plan for Energy Efficiency was launched in March 2011, which was followed by the approval of the new Directive 2012/27/EU, which aims to reduce Europe's dependence on foreign imports providing at the same time a stimulus to the economy.

On a national level , the Action Plan for Energy Efficiency and the National Energy Strategy (SEN) have been an important step for promoting energy efficiency in Italy; in particular the SEN attributes to the civil sector about 40 % of the national energy savings that the country aims to achieve in 2020.

Compared to this framework, this study examines one major energy-consuming sector, for which there are significant areas of energy saving: social housing and tertiary sector. This sector is described on the basis of the building types and consumption, with the aim to estimate the potential energy savings.
