The “APE \u2013 Appunti di Energia” series continues with a new issue dedicated to digital platforms for Local Flexibility Markets (LFMs), the technological infrastructure that enables structured flexibility exchange between distribution network operators and distributed energy resources. The article examines the operation, characteristics, and role of these platforms within the context of European and Italian experimentation.<\/p>\n

The document starts from the context that made the development of LFM platforms necessary: the growing complexity of distribution networks, driven by the spread of distributed generation and the electrification of consumption, requires digital tools capable of coordinating the procurement of local flexibility in a transparent, structured, and scalable way.
\nIt describes the key functions of an LFM platform, from operator pre-qualification (the Flexibility Service Providers, or FSPs) to settlement, and the enabling technologies that support their operation: communication and metering infrastructure, resource management and aggregation systems, and forecasting and optimization tools.<\/p>\n

The contribution also describes the main governance schemes, which define how responsibilities are distributed between the Transmission System Operator (TSO) and the Distribution System Operators (DSOs) in the market process, distinguishing between more decentralized and more integrated models.<\/p>\n

Considerable attention is devoted to an overview of the platforms currently operating internationally. 13 distinct platforms have been identified, operating in 18 countries, supporting 41 pilot projects and 90 flexibility services. The document compares the characteristics of the main LFM platforms based on operator type (third party, market operator, joint TSO-DSO management, DSO) and geographic coverage (multi-country, national, local).<\/p>\n

A chapter is dedicated to the interaction between the LFM platform and existing electricity markets, with particular attention to how LFMs are positioned relative to traditional markets, namely the Day-Ahead Market (DAM), the Intraday Market (IM) and the Ancillary Service Market (ASM), and to the interfaces with DSOs, TSO, and aggregators.<\/p>\n
