Renewables are constantly increasing and is becoming a significant part of the current energy mix (in some countries greater than 50%). This affects the management of the electricity system, in particular the distribution networks where the majority of renewable generation units are installed. Furthermore, distribution resources (not just renewables) are evolving in terms of flexibility and (remote) controllability, with a high potential for the provision of ancillary grid services.<\/p>\n
In this scenario, distribution system operators are facing new challenges in terms of network management and planning. New methods, including the exploitation of new types of assets, are increasingly studied and tested within research and pilot projects. However, the large-scale application and deployment of new techniques are often subject to barriers: in addition to costs and technical issues, regulatory limitations are often the most important step to overcome. Indeed, current regulatory frameworks often do not allow network operators to operate energy assets. One exception to this rule can be found if the energy assets (including energy storage) are exploited to support network operations, to the extent that they do not conflict with the activities of other actors (e.g., they don\u2019t affect system balance).<\/p>\n
Furthermore, commercial frameworks are evolving and, for the foreseeable future, distribution resources will be largely tied up for the provision of ancillary services. Based on this, distribution network operators will take on the role of market facilitators, which consists of network management\/planning in order to enable market operators to exploit the flexibilities available at the distribution level.<\/p>\n
These two apparently contrasting scenarios can be managed in a new regulatory framework in which the distribution system operator, being a neutral market player, manages its energy resources proactively, using them to support private resources in minimizing cuts to distributed generation (curtailment) and maximizing participation in the auxiliary services markets.<\/p>\n
The paper analyzes the potential benefits and problems of DSOs using storage facilities to manage congestion in distribution networks. The proposed business models, compliant with current regulations, demonstrate how the management of storage systems can be an alternative to the \u2018fit and forget\u2019 approach; in short, storage units can be used in terms of:<\/p>\n
