In Italy, 19 small islands, with a total resident population of around 50,000, rely almost exclusively on diesel generators to produce electricity. This entails high costs and greenhouse gas emissions, as well as poor security of the electricity system, making these islands unsustainable both economically and from an environmental point of view. This article proposes an integrated and comprehensive methodological framework to improve the sustainability of small Italian islands through the introduction of renewable energy sources. It is composed of a prescriptive phase\u2014which identifies the renewable capacity objectives to be achieved and the most effective incentives to promote effectively investments in photovoltaics\u2014and an evaluation phase, which assesses the effect of the introduction of incentives is evaluated and provides suggestions for further encouraging investment in renewable energy. The results show that a relatively high renewable share can be achieved with limited efforts in almost all the islands considered, and that differentiated incentives are needed to promote investments that take into account the different geographical characteristics of each island. However, the analysis carried out during the evaluation phase shows that the decarbonization process is evolving very slowly and almost all the islands are far from reaching the capacity objectives of 2020 and, even more so, of 2030. The main reasons, also considering In the short time that has passed since the introduction of the incentives, include a general lack of suitable sites for the construction of photovoltaic systems, also due to the restrictions in these areas based on environmental regulations.
