The need thus arises to evaluate the needs for fast innovative regulations and conventional regulations in future scenarios, to evaluate the adequacy of the flexibility resources in support of the adoption of suitable long term measures.
The report presents two activities.

The first one concerns the definition of specifications aimed at the application, on multi-zonal grid models, of the “SeTA” (SErvizi innovativi: Tuning Automatico) procedure dedicated to the assessment of the minimum necessary quantities of fast innovative regulations (synthetic inertia and fast primary regulation) for grid frequency support. The specifications concern: the simplification of a given electrical system model from nodal to a multi-area aggregate, based on the definition of mutually coherent synchronous machine aggregates; the definition of a linear model of the multi-area equivalent; the optimal regulations assessment.

The second activity concerns the update of the computation method of power reserve volumes that can be supplied through mutual aid between market zones, integrated into the “GRIDFLEX” (GRID FLEXibility) procedure dedicated to assessments of the adequacy of flexibility resources for conventional frequency regulations (primary, secondary and tertiary). The method, based on linear optimization, allows to consider aid between all interconnected zones, even if not neighbouring. The computation time results less than 8 minutes (12th Gen Intel® Core™i5-1245U 1.60 GHz. RAM 32.0 GB), for the Italian multi zonal power system over 8760 yearly hours.

The application to the year 2030, in the hypothesis of decarbonisation of the thermoelectric generation set and of the introduction of 6 GW of storage system capacity, did not highlight any potential critical issues. The main criticality concerns the coverage of the need for upward replacement (tertiary) regulation in the Centre-South zone of Italy in which, however, only 64 potentially critical hours/year were detected together with an average hourly missing reserve of only around 2 MW.

Finally, the primary reserve regulation requirement was analysed in depth, taking into account the reserve requirement resulting for Italy from the interconnection to the continental European system, i.e. a reserve amount of around 300 MW. The application of this requirement to the 2030 scenario did not highlight any significant inadequacy.

The Report is available on the Italian site

A.
