The work described in this report explores both from a methodological and application point of view the key elements for conducting the analysis to build a renewable energy community (CER), with the support of an ICT platform (Information and Communication Technology). The report describes the activity conducted during 2023 in relation to supporting the creation of a real renewable energy community (CER) with the support of a service management platform. The activity continues the three-year objective of offering methodological support and the development of specific functions for the establishment and operation of CERs.<\/p>\n
<\/p>\n
The reference platform to support the activity is the one developed by Energy Team (Renantis Group), which was the winning company of the tender issued by RSE during 2022, and documented as an activity of the first year of activity. Two specific entities that have expressed interest in the establishment of a CER were analyzed, namely CAP (CAP Group, Consorzio Acqua Potabile, manager of the integrated water service of the metropolitan city of Milan) and Comunit\u00e0 Collinare del Friuli (community that collects several Friulian municipalities).<\/p>\n

RSE continued the activity begun last year by identifying more precisely the key elements that push the various subjects to want to create a CER through the characteristics and needs expressed by the two entities CAP and Comunit\u00e0 Collinare del Friuli.<\/p>\n

On the basis of some data such as the size of the plant’s electricity production, the types of consumers, the percentage of incentive deriving from the incentivized energy to be divided between producers and consumers, and other minor indicators, advanced functions dedicated to the optimal exploitation of CER production and consumption profiles dedicated to increasing the predictive capacity of renewable production as well as demand.<\/p>\n

In the case of CAP, further analyzes were conducted regarding the possibility of making part of the managed plants flexible, to increase the quantity of shared energy to be valorized with the incentive. In general, the results obtained from the analyzes showed the feasibility of the two projects with the established boundary conditions. Some in-depth analysis with sensitivity analyzes for some of the variables used made it possible to highlight the margins with respect to the return on investments, in relation to the number of members of the community.<\/p>\n

The development of the CER project in both cases was limited to the planning phase and could not evolve towards the aspects associated with the establishment of the CER and construction of the plants due to the delay in the approval of the application rules.<\/p>\n
<\/p>\n
A separate study was conducted regarding the potential of CERs to participate in some services for the electricity grid transmission operator. The CER used for these studies has been specifically defined and has no links with the two CERs proposed by the operators. The services examined for the simulations concerned participation in the UVAM pilot project and participation in the pilot project for the self-balancing service.<\/p>\n
