This report provides an overview of the progress made in 2021 by the European FlexPlan project, related to the Research System Project 2.1.<\/p>\n
The FlexPlan project (Horizon 2020) aims to establish a new network planning methodology that takes advantage of new energy storage resources and flexible load operation to support the development of electrical networks (transmission and distribution) as an alternative to building new network elements. FlexPlan intends to create an innovative planning tool with features that surpass the current state-of-the-art methodologies. These features include: assessing the best planning strategy by simultaneously analyzing a large number of network expansion candidates provided by a pre-processor, medium- and long-term analysis over three network years (2030-2040-2050), including the full range of cost-benefit analysis criteria in the target function, integrated planning of distribution and transmission, environmental analysis (air quality, CO2 life cycle, landscape constraints), probabilistic contingency analysis methods replacing the traditional N-1 criterion, application of numerical decomposition techniques to reduce computational burden, and analysis of variability in renewable resource generation and load time series through a Monte Carlo process. Additionally, FlexPlan develops six regional cases covering almost the entire European continent to provide a forward-looking perspective on network planning in Europe up to 2050. FlexPlan will conclude with the formulation of guidelines for regulatory authorities and network operators’ planning functions to indicate how system flexibility can help reduce overall system costs (operational + investment) while maintaining current security levels, and which regulatory provisions could support this process.<\/p>\n
