However, this has posed a significant legislative and regulatory challenge, as the treatment of the hydrogen vector was absent, hindering market development. In recent years, particularly within the European political landscape, interventions aimed at regulating and promoting the hydrogen sector have been numerous, across all phases of its value chain: from production to transport to final uses.<\/p>\n

This document aims to provide the most updated regulatory framework for hydrogen, considering recent developments, through an in-depth examination of existing regulations at both the European and national levels.<\/p>\n

The highlighted path in this analysis begins with the European hydrogen strategy, outlining a sector development plan based on renewable energy production and progressive utilization in promising final uses (starting from use as a raw material to hard-to-abate sectors). In contrast, Italian regulations exhibit caution, lacking a clear and defined vision.<\/p>\n

The observed evolution of the European regulatory framework provides clarity on the requirements for identifying renewable hydrogen production (based on the concepts of additionality, contemporaneity, and geographical correlation).
