The activity has involved the analysis of the main experiences of European TSOs regarding the implementation of the “merit order” approach in the activation of the aFRR service, in accordance with Regulation (EU) 2017\/2195 on electricity balancing. In the European regulatory framework based on Regulation (EU) 2017\/2195 on electricity balancing, the activation method of the automatic Frequency Restoration Reserve (aFRR) service has been changed from the traditional “pro rata” mechanism (performance based) to the “merit order” one (aiming at global economic benefit), with the aim of expanding the set of suppliers as much as possible, thus including the most economical resources, not only in the procurement stage but also in the real-time activation stage. Furthermore, aFRR resources are jointly procured among TSOs via a platform, called PICASSO.<\/p>\n

This deliverable reports a summary of the main experiences of European TSOs in the application of the “merit order” activation mechanism for aFRR service; in particular, the analysis concerns the TSOs of Germany, Austria, the Netherlands, Poland, Belgium, and Italy.<\/p>\n

The 4 German TSO\u2019s experience is considered the most mature as they have been the first to start the initiative of a common coordination, called Grid Control Cooperation (GCC), for the exchange of aFRR and manual Frequency Restoration Reserve (mFRR). The GCC provides for coordinated control of the 4 load-frequency control (LFC) areas in 4 phases (netting action, joint sizing of the reserves, joint procurement of the reserves provided by Balancing Service Providers, activation of the selected aFRR bids according to the sequential merit order mechanism).<\/p>\n

Other TSOs such as the Dutch, Austrian and Belgian ones mainly draw on the German experience; other TSOs such as the Polish and Italian ones have preferred to separate the procurement phase with a “merit order” criterion from the activation phase with a “pro rata” approach.<\/p>\n

One can observe that, in the LFC areas where the “merit order” criterion is adopted for aFRR activation, the bidding and related activation take place through a portfolio of plants while the TSO\u2019s control scheme is Self-Dispatching with active support by Balance Responsible Parties; in those LFC areas with a “pro rata” mechanism the aFRR service is provided by individual regulating units with centralized coordination by the TSO (Central-Dispatching scheme).<\/p>\n
