To study a methodology that fully supports decision-makers in evaluating energy-environmental policies with a multi-scale approach, modeling activities have been initiated at urban and regional scales, with the aim of creating flexible tools for analyzing energy and\/or emission scenarios differentiated not only by emission sector, but also by area and spatial scale of application.<\/p>\n<p>&nbsp;<\/p>\n<p>The study summarizes the preliminary results of functionality tests aimed at developing a simplified emissions-concentrations model at regional and urban scales, across three application domains: the metropolitan area of Milan, the Lombardy region, and the rest of the Po Valley. The focus has been primarily on the road transport sector, responsible for 25% of particulate matter concentrations in Milan and equally significant contributions (61%) to nitrogen dioxide concentrations, but also on the residential sector and the agricultural and livestock sector.<\/p>\n<p>&nbsp;<\/p>\n<p>Five scenarios were tested, including four mobility scenarios, involving various emission sectors and types of vehicles, such as light and heavy commercial vehicles, and specific areas at urban, regional, or basin level.
