Biomass content of Hazardous & Not Hazarduos wastes: a preliminary assessment based on merceological composition and physico-chemical properties

The Italian legislation on renewables allows to quantify and economically support (ie: green certifcate systems) the renewable energy (Ebio) produced by a waste-to-energy plant also by applying a fixed share (51%) to the total electricity produced.

It is really true now only for plants feeded with MSW and SRF (from MSW only) as partially biodegradable fuel. A such default share is not available – even if it is now under discussion – for other partially biodegradable wastes, mainly managed in Italy trough a direct incineration with energy production, such as the infectious health care waste (HCW-I) and the end-life-tyre (ELT). The characterisation of these two kind of waste – needed for a plant-specific measure of the Ebio produced – is really very difficult due to their origin, composition and variability and/or to an unavailability of standardized methods. The assessment of a fixed share of Ebio for both HCW-I and ELT was a specific focus of the research activities perfomed by RSE on waste, whose main results are summarized in this presentation. The biomass content – by mass and by energy – in HCW-I and ELT was calculated by applying an assessment approach based only on reference data on both merceological composition and phyco-chemical properties of the wastes, collected from the available literature.
