Energy justice: an ethical reference for policy evaluation

Viene presentato un nuovo quadro per la valutazione della politica energetica da una prospettiva etica: l’approccio è ispirato all’analisi multicriterio (MCA) e fornisce un metodo flessibile adatto a spiegare punti di vista diversi. Viene illustrata un’applicazione preliminare alla Strategia energetica italiana 2017.

Energy justice has established itself as a significant concept in energy policy studies. It provides an ethical reference whose relevance is expected to be substantial for energy policy creation and evaluation. Yet, much of the debate in academic journals lies around further theoretical facets of the concept, which so far has been limitedly tested in energy policy evaluation. In this paper, we present a selected policy evaluation of the Italian Energy Strategy 2017. We first discuss other approaches of energy justice policy evaluation, such as the Energy Justice Metric (Heffron et al., 2015), in order to argue for a different approach, i.e. a multi-criteria analysis (MCA). We propose the MCA approach contending how this can provide a flexible method suitable to account for the views of experts, stakeholders and citizens. In order to demonstrate the suitability of the approach to offer a meaningful policy evaluation, we present the preliminary results of our evaluation of the Italian Energy Strategy 2017.
