Indagine socio-ambientale per la valutazione del rapporto tra i gestori delle dighe e il territorio

Il lavoro presenta l’attività svolta dal Comitato Italiano Grandi Dighe (ITCOLD) per favorire il confronto tra le esigenze dei Concessionari idroelettrici e idrici e le istanze degli stakeholder operanti sul territorio al fine di promuovere lo sviluppo sostenibile.

The article illustrates the survey carried out by ITCOLD to assess how the actions of dam owners aimed at promoting the sustainable development of the territories hosting these infrastructures are perceived by the various stakeholders. The survey concerns two complementary aspects. On the one hand, a self-assessment of the pro-activity of dam owners based on a model organized in three macro-fields: environmental management actions; promotion of local development; transfer of water and monetary resources to the host territory.

On the other hand, the collection of the stakeholders’ point of view expressed in the context of workshops, organized in different areas of the national territory to allow a direct comparison with the dam owners. The analysis of the data collected through questionnaires and discussed during the workshops provided elements on the quality of the relationship between dam owners and the multifarious world of the stakeholders. So far, four workshops have been held (Bolzano 2014; Copanello, CZ, 2015; Bologna 2016; Rieti 2017); the fifth workshop is being organized in Genoa in 2018. The main purpose of the initiative promoted by ITCOLD is to facilitate dialogue and communication between two worlds that often have conflicting interests.
