Renewable energy communities: what does Italian and European legislation say?

Thanks to the RED II and IEM Directives, the European Union intends to put citizens at the center of a new energy model, introducing Collective Self-Consumption schemes and Renewable Energy Communities at an institutional level.

To anticipate the complete transposition of the RED II Directive and to test the effects of Collective Self-Consumption schemes and RECs, Law 8/2020 was promulgated in Italy, followed by ARERA Resolution 318/2020 and the Ministerial Decree of the Ministry of Economic Development of 16 September 2020, which specifically define the regulation and incentive tariffs to be applied to the two models.

In this regulatory context, RSE is responsible for carrying out studies to promote the implementation of pilot projects of Collective Self-Consumption schemes and Renewable Energy Communities. The final objective is to demonstrate the feasibility, and energy, economic, environmental and social benefits of introducing Renewable Energy Communities and Collective Self-Consumption schemes, as well as analyze the technological, regional, legislative and regulatory barriers that will have to be overcome in order to ensure adequate dissemination.
