Impact Evaluation of IEC 62351 Cyber Security on IEC 61850 Communications Performance

This paper describes the results derived through a software platform developed to evaluate the impact of different cypher suites specified by the IEC 62351 standard on the performance of communications based on the IEC 61850 standard.

The electricity system is not exempt from cyber attacks that put almost all sectors and activities of the modern digitized society at risk. The consequences of attacks on the control infrastructure of the electricity system can have even very significant repercussions both for the core business of operators and for most of the essential services of an advanced society, with effects that can even jeopardize the personal safety of citizens. Fortunately, there are countermeasures, outlined in international standards, that indicate how to increase security levels while ensuring interoperability among operators, technology manufacturers and end users. These countermeasures predictably have side effects, usually consisting of a deterioration in performance that must be evaluated in advance and, if necessary, counterbalanced with solutions selected from possible alternatives. This paper describes a platform that was developed to measure the impact of solutions indicated by the IEC 62351 standard with respect to TLS profiles. The paper describes the experimental platform and the performance of several cypher suites indicated by the IEC 62351 standard with the objective of protecting communications based on the IEC 61850 standard.
