Performance analysis of frequency regulation services provided by aggregates of domestic thermostatically controlled loads

The article proposes a distributed control system that allows aggregators of thermostatic loads to provide synthetic inertia, primary frequency regulation, or both services together. The control scheme is based on modifying the thermostat logic according to the grid frequency.

The proposed control scheme is fully distributed and essentially involves modifying the thermostat logic based on grid frequency. Three strategies are considered: providing synthetic inertia, primary frequency regulation, and both services together. The performance of the proposed control solutions is analyzed in a 2030 scenario for the power system in Sardinia. The results demonstrate the effectiveness of the approach and show that, specifically for refrigerators and water heaters, the contribution to frequency regulation is more significant during positive frequency deviations. Finally, the correlation between regulation performance and the level of penetration of the load aggregator relative to the total system load is evaluated.
