Testing TSO-DSO Interaction Schemes for the Participation of Distribution Energy Resources in the Balancing Market: the SmartNet Simulator

The paper describes the SmartNet simulator, one of the main tools developed as part of the project, which accurately estimates the impact of TSO-DSO coordination schemes from a bidding and market clearing perspective, taking into account the resulting effects on network physics in terms of both transmission and distribution.

Many projections of the electricity system in the near future predict an increasing need for power flexibility services. In particular, with the increasing presence of renewable generation and innovative load technologies, distribution resources are becoming attractive products in ancillary service markets. To open market doors for distribution flexibility, constant interactions between transmission and distribution system operators are needed, and the European SmartNet project is studying in detail possible coordination schemes between these two players. The paper describes the simulator developed as part of SmartNet, which accurately estimates the impact of TSO-DSO coordination schemes from the perspective of bidding and market clearing, taking into account the resulting effects on network physics in terms of both transmission and distribution.
