TSO-DSO coordination to acquire services from distribution grids: Simulations, cost-benefit analysis and regulatory conclusions from the SmartNet project

Continuously growing distributed generation and investment opportunities in demand response are gradually enabling the provision of significant flexibility and reserve by distribution networks.

For this reason, transmission and distribution system operators must coordinate their operations in order to develop efficient market arrangements that can help utilize all resources capable of providing ancillary services. The SmartNet project studied potential patterns of interaction amonnetwork operators, together with possible new services dedicated to the optimal management of the distribution network. This paper summarizes the main challenges in simulating complex electricity systems and flexibility markets for three European countries (Italy, Denmark and Spain) in hypothetical 2030 scenarios. The simulation results are then analyzed through a cost-benefit analysis from which important conclusions are drawn in terms of regulation of the electricity system.
