tions throughout Italy was only 1,200 (less than 0.5%).
A more and more attentive approach to energy issues is being de -
veloped in the public opinion. This process is in progress; neverthe-
less, the present attitude is still quite far from an actual new way of
judging and evaluating companies and their products.
Why, therefore, is it difficult to ramp up the energy retrofits? What
are the margins of savings that can be achieved in homes, how much
does revamping cost, what are the available options? These are some
of the questions which the monograph is trying to answer.
As in the DNA of RSE, a “system” approach was adopted in which
different elements concur to the evaluation: technology, energy, eco -
nomic and sociological features. The work fits in researches that RSE
plays on wide-ranging issues of energy efficiency and benefits from
the experience gained in consulting and support institutional technical
meetings, to which RSE is often called upon to give his contribution.
The problem, the energy wastage, is focused in the first part of the
study; such inefficiencies are consequence of the fact that the national
housing stock tends to age, according to the latest “census ISTAT snap -
shot”. This involves poorly insulated structures and inefficient tech-
nologies on average, as it is pointed out in the performed bottom-up
reconstruction of the energy consumptions of such buildings, with
particular focus on heating.
The second part shows the possible solutions, which go through
a wide range of energy revamping actions; these activities are scored
on the base of their technological performance and in the light of
their economic viability, cost-effectiveness, feasibility and availability
of economic incentive mechanisms. Among the main objectives, the
fraction of the building stock was identified for which it is still possible
to make effective interventions in terms of costs; the corresponding
potential energy savings and investment required was then derived.
The RSE’s approach pass through the concept of “opportunity”.
The concept is quite simple: integrating the works for energy efficien -
cy with those for building maintenance. Chapter 5 describes the rea -
sons and justifications why this would be the most appropriate way.
Finally, the study ends with a consideration: beyond the barriers.
Interviews were conducted with key stakeholders in the supply chain,
to devise actions aimed at overcoming the obstacles which even at
present do not allow to exploit the full potential of energy retrofits.
