Renewable and Citizen Energy Communities: similarities, differences and open issues

The paper presents the similarities and differences between the concepts of Renewable Energy Communities and Citizens’ Energy Communities introduced, respectively, by Directive 2018/2001 “RED II” on promoting the use of energy from renewable sources and Directive 2019/944 “IEM”.

Regarding the common rules for the internal electricity market, as well as several issues to address before transposing these directives into national legislation, in order to achieve efficient and effective implementation of these new schemes for collective energy production and consumption.

 

The document also outlines the framework introduced in Italy through the early adoption of the “RED II” Directive (D.L. 162/2019 and subsequent provisions), along with recent legislative decrees for complete transposition.
