Activities carried out by RSE in 2021 to support institutions, public administrations, and working groups in the field of electric mobility

Summary of the activities carried out by RSE in 2021 in support of the institutions and within working groups.
In particular, support for Ministries, Regulatory Authorities for energy, networks, and the environment, Regione Lombardia, the “e-Mob” and “Motus-e” working groups, and the IEA’s “Hybrid & Electric Vehicle” Technology Collaboration Program.

Support to institutions and activities within working groups are a key aspect within the electric mobility project, allowing the results of analyses that emerged in the Technical Lines of Activity to be shared with decision makers and enabling more informed regulatory action. This document summarizes the main occasions/activities carried out in support of institutions or within working groups during 2021. These activities focused on the following subjects and issues:

• Italian Ministry of Ecological Transition: support for regulatory activity regarding possible simplifications for the authorization of charging infrastructure (to be included within the Italian Legislative Decree transposing EU Directive 2018/2001), methodology and criteria for the installation of a charging infrastructure that homogeneously covers the national territory (as per the investments envisaged in the NRRP), and architecture and technical specifications of the Single National Platform (PUN), in response to the provisions of Article 4, paragraph 7-bis, of Italian Decree-Law No. 32 of April 18, 2019.
• Italian Regulatory Authority for Energy Networks and Environment (ARERA): support in the management of the data obtained during 2020 from the 3 Focus Groups on electric mobility and in the drafting of the Final Report on the survey “market and characteristics of charging devices for electric vehicles”. Joint organization of a webinar for the Regulatory Observatory.
• Regione Lombardia: participation in the Sustainable Mobility Working Group, support in the definition of technical aspects within the regional calls for funding charging infrastructure, and presentation of an Action on electric mobility within
the Regional Strategy for Sustainable Development and the related Lombardy Protocol for Sustainable Development.
• “e-Mob” Scientific Committee: participation in the work of the table, composed of the main operators in the field of electric charging and several national Public Administrations, with contribution to the organization of the “National Conference of Electric Mobility”.
• MOTUS-E Working Group “Decarbonization and European Policies”: participation in the work of the table and contribution to the preparation of scenarios to assess the contribution of electric mobility to renewable targets in transportation in 2030.
• International Energy Agency (IEA), “Hybrid & Electric Vehicle” Technology Collaboration Program: participation in working group activities, particularly under Task 43, and enhancement of expertise and relationships for the organization of a
project proposal under Horizon Europe.
As already highlighted in past years, 2021 also brought a significant demand for technical support directed to RSE, manifested both in working groups and through bilateral interactions with institutions. This testifies to the confidence placed in RSE’s proposed results and assessments on the topic of electric and sustainable mobility.
