RSE selects partners to model ontology for the interoperability of hydrogen infrastructure

Research and development of advanced IT methods and techniques increases the amount of information we can process, ensuring high levels of optimization and integration of energy systems. In particular, Semantic Web technologies, such as ontologies and knowledge graphs, ensure the interoperability and integration of heterogeneous data and services associated with multiple energy carriers

Within the Cooperation Agreement 78511_AdC ENEA_RSE PNRR MISSIONE 2 IDROGENO, and in particular for the activity line “(LA4.3.6) Data models and ICT applications for hydrogen infrastructures and integration with other energy carriers’, RSE intends to work with an external partner.

Activities to be carried out by the partner

The selected partner will sign a specific cooperation agreement, the conditions of which will be agreed upon subsequently. The partner will be responsible for developing an ontology for the hydrogen sector, with the aim of 1) facilitating the interoperability of hydrogen production, transport and distribution systems; 2) enabling the integration of hydrogen carrier infrastructure with other energy systems, in particular with electricity grids and natural gas networks. To this end, the partner will adopt consolidated methodologies for the development of ontologies and glossaries, such as the Linked Open Terms (LOT) Methodology, which is divided into the following main phases: 1) gathering ontology requirements; 2) implementation of the ontology; 3) publication of the ontology. The development of the ontology will be based on specific use cases identified by RSE and will be validated by experts in the hydrogen domain.

Activities to be carried out by RSE

RSE will provide support to the partner during the development of the requested products and services. In particular, it will make available relevant use cases, which will guide the design and development of the ontology, and will collaborate in identifying the relevant questions to which the ontology will have to respond. It will also provide support in the development of the ontology based on the experience gained with the IEC Common Information Model (IEC CIM) and other ontologies for electricity carriers, and will contribute to the validation of the ontology through manual checking of the defined classes and properties. Finally, it will test the integration of the ontology in the Digital Twin platform for the hydrogen sector, which will be developed as part of the LA 4.3.6 activity line, and will participate in the dissemination of the project results.

Results of the study

The study will develop a semantic data model (ontology) to describe the hydrogen sector, with the aim of promoting the interoperability of hydrogen production, transport and distribution systems and facilitating the integration of the related infrastructures with other energy systems. These aspects are fundamental for the future development of hydrogen-related infrastructures, which, due to its multi-energy nature, requires numerous IT exchanges with other energy systems.

The results will be publicly available and may be the subject of publications and dissemination at conferences, in scientific journals and on other media. The partner may use the results for the purposes of promotion, marketing, dissemination of its activities, without prejudice to the fact that RSE’s knowledge, both previous and developed during the collaboration, cannot be the subject of exclusive use or other forms of intellectual property protection by the partner.

Any services by RSE aimed at customizing the technology for specific needs of the partner, starting from the published knowledge, may be the subject of subsequent, separate commercial agreements.

Expression of interest

All interested parties are invited to express their interest in writing via e-mail to ontologiaidrogeno@rse-web.it no later than 11/12/2024, specifying the telephone and e-mail contact details of a representative and providing all the information requested, as detailed in the attached table of requirements, necessary for the comparative evaluation of the proposals, including a brief description of the Company/Entity.

Evaluation of proposals

The proposals will be evaluated in compliance with the principles of transparency and impartiality by a special commission appointed after receiving all the applications. The commission will carry out a comparative evaluation of the proposals received in accordance with the criteria indicated in the attached document.

Stipulation of the cooperation agreement

RSE reserves the right not to proceed with the procedure if no application appears adequate in relation to the subject of the call, as well as the possibility of suspending or abandoning the procedure even following the identification of the proposal with the highest score compared to the others, in addition to the right to reopen the deadline or re-launch the call, in this case, with justification.

RSE reserves the broadest right to proceed with the stipulation of one or more cooperation contracts, including multilateral agreements, if the outcome of the comparative procedure indicates that it is convenient or appropriate to do so. All this without the applicants being able to make any kind of claim regarding reimbursement of expenses or compensation of any kind.
