Scenarios for the update of the PNIEC (version 2024)

The report describes the new energy scenarios underlying the update of the National Integrated Energy and Climate Plan (PNIEC). The work is part of the activities supporting the governance of the national energy system. The report is divided into two main parts: the first describes the methodological approach and assumptions underlying the construction of the 2024 scenarios; the second illustrates the main results with a time horizon up to 2040, while maintaining a focus on 2030.

In 2023, the Ministry of Environment and Energy Security (MASE) sent the draft of the new PNIEC to the European Commission (EC). The document was analyzed by the EC, which sent its observations to Italy. Additionally, an online public consultation was launched to gather ideas and suggestions from citizens, associations, and institutions on the main topics of the plan, such as renewable energy and energy efficiency.

The final version of the PNIEC was officially sent to the European Commission at the end of June 2024. This document confirms the orientations outlined in the draft and outlines a path for Italy’s energy future, focusing on a strong acceleration of renewable energy and including measures for energy efficiency, emission reduction, and electrification of final consumption.

The new energy scenarios outline the evolution of the Italian energy system both under current policies (existing as of December 31, 2021) and considering additional policies and measures capable of achieving or at least approaching the new constraints and targets for 2030 related to renewables, energy efficiency, and reduction of greenhouse gas emissions.
