Energy Communities stem from the fortunate collision of two pushes, one from above and one from below. The former is related to Europe and its Member States’ desire to plan a path towards the constant reduction of climate-changing emissions based on the participation and empowerment of all actors, whereas the latter intercepts the need and the will of self-determination of individuals.

On this backdrop, this publication aims to systematize the outcomes of the activities conducted by RSE in recent years. A series of insights and experimentations is presented; the goal is to understand the enabling factors for the diffusion of Energy Communities, as well as to contribute to the definition of a legislative and regulatory framework in order for citizens, SMEs, public administrations and third sector organizations to be protagonists in the future Italian and European electro-energy sector.
