A methodology to compute resilience indicators for the Italian Transmission System

The increase in the frequency and extent of extreme weather events in recent years requires approaches in network operation and planning that can address these challenges, increasing system resilience. In this regard, initiatives have been launched by transmission and distribution system operators in various parts of the world, often to comply with specific requests from local regulatory bodies.

This article describes a new resilience assessment methodology for calculating the benefits of network strengthening interventions in terms of the system’s resilience against extreme meteorological events. The final objective is to support the cost-benefit analysis of projects to enhance resilience, as required by the Italian energy regulatory body for all electricity utilities.
The approach was developed as part of a collaboration between the Italian TSO, Terna, and a center of research on the electricity system, Ricerca sul Sistema Energetico – RSE S.p.A. More specifically, the objective pursued was to include the climate change component in network planning, in addition to the typical planning drivers i.e. the security of the electricity supply, the efficiency of the market and the integration of renewables.
