Optimal Design for Synthetic Inertia and Fast Frequency Regulation in a Power System with High Penetration of Renewable Energy Sources

The paper reports a procedure for calculating the quantities of fast primary regulation and synthetic inertia needed in an electrical system following an imbalance. The test case considered a 2030 forecast scenario of the Sardinian system, which envisages the phase-out of coal plants

The main objective of this paper is to propose a methodology to derive the necessary optimal quantities of innovative services for grid frequency regulation, such as fast primary regulation and synthetic inertia, so as to ensure a non-synchronous power penetration higher than that determined by the inertia of synchronous machines in service. In addition, constraints imposing limitations on the excursions of grid frequency deviation, gradient during transients due to active power perturbations and on the maximum values of unknown parameters were considered in the minimization operation. The methodology is applied, as a significant example, to a scenario of the Sardinian power system with a time horizon of 2030 that includes the complete phase-out of coal-fired plants.
