Optimal Economical and Technical Sizing Tool for Battery Energy Storage Systems Supplying Simultaneous Services to the Power System

This work describes a tool for the optimal technical-economic sizing of an electrochemical storage system designed for the simultaneous supply of multiple services to the Electricity System.

This tool is based on a linear programming mathematical model, whose objective function is to maximize the ratio between total revenues and investment costs; this ratio, dimensionally the inverse of a time, represents an approximation of the inverse of the return of investment time. The services considered are:

• primary frequency regulation
•secondary frequency regulation
• tertiary frequency regulation.

The proposed model expresses the regulatory requirements linked to the provision of these services through appropriate constraints.
In addition, the participation of the storage system in the Day Ahead electricity market is envisaged, as is the possibility of being coupled to a non-programmable renewable source generator to reduce imbalances due to forecasting errors.
The tool was applied to a realistic test case relating to the Italian electricity system, for which the provision of all the services considered is subject to remuneration.
