Case studies on digitalization and resource optimization

The Industry 4.0 Plan introduced in 2017 immediately made a significant contribution to supporting businesses in investments, especially innovative ones. The impact of the Plan, however, goes far beyond mere financial support to businesses: it is a major cultural operation to raise their awareness about the levers for competitiveness.

The current economic environment has changed radically compared to the one of the first edition of the Plan: some exogenous phenomena, such as the reorganization of global value chains, also accelerated by the effects of the pandemic crisis, and Russia’s aggression against Ukraine, caused a strong break with the past and posed new challenges for all of us. Also as a result of these events, people realized that innovation and digitalization are still essential prerequisites, but no longer sufficient to ensure favorable performance. The rapidly changing global environment and increasingly stringent international regulations have stressed even more the priority of the goal of green transition not only in the context of business strategies, but also in the incentive programs made available to companies.

In this logic, so-called 4.0 transformation enabling technologies assume a more relevant role as they are instrumental in new business models or innovative production processes that pay increasing attention to environmental issues. In light of these premises, the multi-year collaboration between the Italian Ministry of Enterprises and Made in Italy (MIMIT) and RSE represents an indispensable piece in developing appropriate and effective industrial policies for businesses. From the Policy Maker perspective, in fact, analysis and evaluation are fundamental activities for the definition or updating of facilitation tools.

The report is therefore a valuable tool for the Italian Ministry of Enterprises and Made in Italy, which in the coming months will be called upon to set up a structural intervention to reorganize incentives, including tax incentives, in accordance with the provisions of the decree attached Budget Law 2023.
