Project 2.3 – WP2 – Dissemination of results and support activities for legislation and regulation – 2021

The dissemination of the results of the Work Package 2 “Increased System Security and Resilience” has been carried out through various communication channels, taking advantage of participation in conferences, standardization committees, and meetings with industry professionals. The actions taken made it possible to reach a wide audience, both nationally and internationally.

This report documents the contributions provided by RSE in the various dissemination areas for spreading the results of WP2. The usual technical-scientific tools were used, such as the publication of papers at conferences in the electro-energy and ICT sectors, and the presentation of contributions at national and international events attended by electricity and energy network operators, IT and telecommunications industries. At an academic level, RSE has collaborated with the Università del Piemonte Orientale, organizing educational seminars, internships, and theses on cybersecurity in the energy context. The dissemination of the results was also aimed at the regulatory or pre-normative committees, in particular in the CEI, IEC, and CIGRE areas, and the regulatory authority ARERA. As for regulatory support, the WP activities made use of participation in the activities of WG 15 of TC 57 IEC relating to the development of the IEC 62351 standard series, to which RSE provided contributions coming from the results of the research activities carried out in WP2. As an expert of TC 57, RSE also participated in JWG 15 of TC 69 IEC responsible for the development of the standard for the management of electric vehicle-based storage systems. Within WG 15, RSE also acted as a point of contact for CIGRE SC D2 activities dealing with cyber security issues. As chair of the CIGRE D2.02 Advisory Group on cyber security, RSE carried out strategic actions of review and coordination of publications, guidance, and training during the technical sessions. At a national level, RSE contributed to CT 57 and CT 316 with the most advanced international cyber security standards in Italian legislation for the connection of distributed resources to distribution networks. In the reference period, it also supported ARERA in preparatory actions linked to the Cyber Security Network Code, which will be adopted at European level in the coming years.
The report documents the actions carried out in the various dissemination areas and the list of available publications, including several papers with an international appeal. The dissemination actions carried out show how relevant cyber security activities are for the digitization process involving energy infrastructure.
