Project 2.3 – WP1 – Dissemination of results and support activities for legislation and regulation – 2020

The dissemination of the work package results was carried out through various communication channels, taking advantage of participation in conferences, standardization committees and meetings with industry professionals. Those actions made it possible to reach a wide audience, both nationally and internationally.

This report documents the contributions of RSE for the dissemination of the WP results through different channels. Usual instruments of the technical-scientific field were used, such as the publication of papers for conferences in the electrical-energy and ICT sectors, and presentations for national and international events. Specific meetings were also organized with electricity and energy network operators, suppliers of electrical and electronic devices, IT and telecommunications industries.

Results dissemination was also addressed to regulatory or pre-normative committees within the CEI [the Italian electrotechnical committee], IEC and CIGRE, to ARERA [the Italian regulatory authority for energy networks and environment] and the MISE [Italian Ministry for Economic Development], during meetings or through contributions on specific topics of interest. As far as CEI CT 57 ‘Information exchange associated with the management of electrical power systems’ is concerned, RSE coordinated – in collaboration with e-distribuzione and CESI – the activity of the committee in which utilities, manufacturers and service providers participate.

By participating in CEI CT 316 ‘Connection to high, medium and low voltage electrical distribution networks’, CT 13 ‘Measurement and control of electrical energy’ and CT 310 ‘Power Line Communications’, RSE contributed to the standardization of devices that interact with second generation electronic meters and enable flexible and efficient energy management by users. On this topic, RSE has contributed in particular to the specification of the device for the control of electric vehicle charging infrastructures, requested by ARERA, which features the functionality of new second generation energy meters.

Also of interest to the regulator was the contribution relating to the adaptation costs of the ICT infrastructures for data exchange between TSOs, DSOs and significant network users aimed at the safe operation of the national electrical system, and useful for the transposition of the European Directive 2017/1485 into Italian law.

At an institutional level, RSE took part in the review of the national strategy for blockchain and data ledger technologies, based on distributed ledger systems, edited by the MISE.

The report documents the actions carried out through various dissemination channels, together with the list of available publications. These dissemination actions demonstrate the relevance of research activities for the digitalization process of energy infrastructures.
