Support to the development of the regulatory framework for cybersecurity in energy systems and dissemination activities

The report provides an organic view of the legislative, regulatory and normative references concerning the cybersecurity of energy infrastructures, considering the legislative and regulatory acts currently in force at European and national level, and those to be issued soon. Furthermore, the report documents the RSE contributions for the diffusion of the technical-scientific results of the project, together with the list of available publications.

The report provides an organic view of the legislative, regulatory and normative references concerning the cybersecurity of energy infrastructures, considering the legislative and regulatory acts currently in force at European and national level, and those to be issued soon. The presentation of the European and national regulatory references reflects the European approval process and the consequent adoption by the member states. The analysis carried out was supported and allowed by the consistent and constant commitment of RSE in the active participation in pre-normative organizations, standardization committees and Italian normative activities required by the Authority’s resolutions for the observability and controllability of distributed generation plants and electric vehicle charging infrastructures.

The substantial aspects of the regulatory framework presented in the document allowed RSE, in its role of coordinator of the integrated project Cybersecurity of Energy Systems, to contribute to project dissemination activities, through publications to sector magazines, to training activities during events, seminars and masters that took place in the reference period.

The expertise acquired on the standardization of cybersecurity in the energy sector have made it possible to contribute to normative developments and to carry out experimental activities relating to compliance analyses on commercial communication and control devices, in collaboration with companies on the market.

Furthermore, the report documents the training and dissemination activities performed by RSE for the diffusion of the technical-scientific results of the project, together with the list of available publications. These activities have allowed RSE to reach a vast audience of academic and industrial stakeholders, such as electricity and energy grid operators, IT, telecommunications and cybersecurity service providers.
