    Energy Community: the Italian Scenario within the Pan-European Framework

    Il documento si concentra sull’aggregazione energetica di risorse locali ai fini della costituzione di comunità dell’energia, contestualizzandole nell’attuale scenario regolatorio italiano. Sono descritti i vincoli tecnici in caso di costituzione di comunità dell’energia in Italia e alcune considerazioni preliminari sull’assegnazione dei costi di sistema. È effettuato un confronto regolatorio tra casi di EC implementate in Stati dell’Unione Europea ed extracomunitari (es. Svizzera).

    Accounting for the increasing uncertainties related to forecast of renewables is becoming an essential requirement while assessing the security of future power system operating states. Project iTesla in the seventh framework program (FP7) of the European Union (EU) tackled these needs and reached several major objectives, including the development of a security platform architecture.

    The platform implements a stochastic dependence model to simulate a reasonable cloud of plausible ‘future’ states – due to renewable and load forecast errors – around the expected state, and evaluates the security on relevant states after sampling the cloud of uncertainty. The paper focuses on the architecture of the platform and on the validation of both the uncertainty model and the whole process of power system security assessment. The results obtained on a model of the French network are also presented.
