European methods for implementation of QA programs in emission control

control Domenico Cipriano* The 33rd International Technical Conference on Coal Utilization & Fuel Systems Clearwater, Florida, USA, 1-5 Giugno 2008 * CESI RICERCA In recent years CEN, the European Standardization Body, has released many standards with the aim to harmo-nize the procedures, and the related costs, imposed to plants for Emission Control. For many compounds in emissions, actually CEN standards are the most modern references available and their knowledge is highly desirable from who work in this field. In particular, the standards now available can be divided into 4 different families: the first that shows best avail-able techniques for single compounds (the so called ‘reference methods’), the second that describe minimum requirements for Automatic Measurements Systems, the third that describe qualification of personnel used in emission monitoring and forth on implementation of QAs, based especially on the standard ISO EN 17025. Scope of entire scheme is to increase ‘quality’ of data produced by Plants owners and reduce costs related with the public administration by Local Authorities. The work gives a detailed look of the standards implemented in Europe and the way they have influenced Emis-sion Controls, showing the relationships between various standards. The author is member of Italian Standardization Board (UNI), Italian Member on CEN and ISO Working groups on Emission Monitoring and actively participates at many working groups in this area.
