Performance evaluation of standard power grid communications experiencing cyber anomalies

The paper describes the experimental methodology, the evaluation framework and their application to a set of experiments about standard IEC 60870-5-104 communications secured by means of IPsec protocols, including
a. experiments of standard HSRP communications in presence of physical anomalies;
b. experiments of flooding based DoS attacks;
c. experiments of exploit based attacks.
The industrial value of the presented results is given by the deployment in the test bed of standard communication protocols commonly adopted in the power control systems. In more general terms, the information and data from the realisation of the attack experiments presented in the paper can be used to calculate the cyber-power risk index and to identify the architectural tuning points in relation to possible mitigation actions of residual risks. These results may be exploited by the power related industry to accelerate the deployment of security technologies in the control architectures and to increase the contingency analyses and risk assessment capabilities during power system operation.
