Power quality and harmonics: the HV transducers issue

The paper, after the presentation of the matter, describes the present international activities running on the subject, the perspectives and possible solutions on test methodologies, to give to Utilities the support they need, both from theoretical and practical point of view.

Inductive instrument transformers (ITs) and capacitive voltage transformers (CVTs) are traditionally used to perform common HV measurements: their metrological behaviour at power frequency is stated by international product standards. For power quality phenomena measurement where knowledge of metrological behaviour at different frequencies is relevant, neither ITs and CVTs behaviour is standardised, nor the test methods and requirements are nowadays available. This problem is even more noticeable, since interest about power quality and harmonics monitoring is growing. More and more utilities, by themselves or compelled by customer and authorities demands, are implementing Power Quality monitoring systems, but they have to face an uncertain situation from both technical and normative side: for LV equipment standardised measurement methodologies and high accuracy instruments are available but for HV applications the problem is still open. Actually non standard HV transducers are purposely being developed but a systematic study and test campaign appear to be highly desirable, in order to define shared test methods.
