Resilienza sistema elettrico, la scelta tra approcci attivi e passivi

Il sistema elettrico è sempre più soggetto a minacce estreme che possono determinare il fuori servizio di componenti su vaste aree della rete, con pesanti impatti per l’utenza e per la società tutta. Metodi di analisi del rischio specifici sono stati recentemente sviluppati dal progetto EU AFTER.

Power system is increasingly subject to extreme threats that can determine the failure of one or more components in large areas of the network, with heavy impacts for users and society. These critical issues have come to the attention of institutions and operators following the sharpening and intensification of extreme weather events.

To increase the resilience of the network, require minimizing the impacts of these exceptional events and quickly recovering the service of the network, with new approaches:

• passive, aimed at improving the ability of the system to withstand failures, preventing and minimizing the impact of threats through (1) the strengthening of components, (2) the use of protective barriers or (3 ) the introduction of redundancies;
• active, aimed at minimizing the impact of critical events on the operation and improving the speed of recovery, increasing the flexibility and adaptability of the system.

Passive approaches correspond to design and network planning solutions; the active ones, to the actions taken in the operational planning of the operation in real time phase, considering the actual situation in terms of exogenous threats and system condition.
