The eBADGE approach to an intelligent pan-European balancing mechanism integrating virtual power plant systems

L’articolo illustra le idee guida del progetto europeo eBADGE, focalizzandosi su modellistica e primi risultati del simulatore sviluppato da RSE, che danno una valutazione del vantaggio economico conseguibile tramite una gestione trans-nazionale delle risorse per il bilanciamento.

eBADGE, a European research project co-funded under the 7th Framework Programme, aims at studying possible mechanisms of a pan-European balance market optimizing the allocation of the trans-national transmission network while incorporating the role of virtual power plants. The project will develop, in particular, a pilot simulator for a region encompassing Italy, Austria and Slovenia where different implementation details of a would-be trans-national exchange of balancing resources will be analyzed as well as the ICT needs for its implementation. Methodology and approach are designed to allow a gradual extension to wider regions of Europe. The simulator will be implemented in a “cloud” environment allowing a distributed participation to the experiment from the three countries object of the study. The paper, starts form an overview of aims and methodologies of the project eBADGE and then focuses on the issue of creating a pan-European balancing market. The regulatory background is clarified and then the balancing market simulator being developed by RSE is explained in detail. The modeling approach is explained in depth along with the first results based on the historical bids of the three investigated countries (Austria, Italy and Slovenia). These results give a rough idea of the economic advantage that the system could draw from a shared reserve management.
