White Certificates in Italy: what’s new after four years of operation?

Antonio Capozza* Rivista: IEA-DSM Spotlight – Editore Pamela Murphy N. 32, Gennaio 2009 Cedar, MI U.S.A. * CESI RICERCA The mechanism of White Certificates is considered today an efficient market instrument in countries where mandatory targets exist for energy efficiency, to be fulfilled in a verifiable way and with fixed time horizon. In fact, such an instrument is particularly suitable to encourage energy savings projects, owing to both his capability in fulfilling national targets and the push to cost reduction in a competitive context. Such a scheme is active in Italy, in UK, in France and in New South Wales (Australia), whereas it is being set up in the Netherlands. The paper summarises the experiences gained in Italy after an operation period of the national scheme for four years. The contributions are considered of all the main actors of the scheme: the regulatory Authority, the electricity market, the responsible Bodies for the procedures for energy savings evaluation, the agents eligible of performing these projects and the actors entrusted of monitoring and evaluation of the relevant results.
