The report chapter covers the results of the European project SoES. The SoES (Security of Energy Systems) fall into the Program on Prevention, Preparedness and Consequence Management of Terrorism and other Security-related Risks (CIPS) by set by the Directorate General Home Affairs of the European Commission. Within the overall objective of prevention and preparedness of risks, it addressed the sub-objective of stimulating, promoting and supporting risk assessment on Critical Infrastructures, in order to upgrade security.
The SoES project has been designed to answer to the pressing demand of knowledge and best practices on the cyber security aspects in the smart energy grids. It has been conceived to raise the know-how of government bodies and operators by providing a comprehensive analysis of ICT architectures, vulnerabilities, interdependencies, standards and best practices related to the smart grids.
The members of the project consortium bring their interdisciplinary expertise in energy, security, control and ICT as required for developing Energy System security: a research company carrying out applied research in the electro-energetic sector; a foundation dealing with research and development in cyber security; a vendor of SCADA/EMS/DMS systems, also active in the areas of Substation Automation and Protection for Transmission and Distribution Grids and Smart Metering; a service company providing IT services to the ENEL Group.
The project developments built up on the background knowledge made available by the CEN/CENELEC/ETSI Smart Grid Coordination Group, by security standards developed by ISO/IEC, NIST, IEC, IEEE and IETF and by the policy related documents published by ENTSO-E, Expert Group 2 of EC DG Energy and ENISA.
