Current Status and Future Development of PV in Italy

Viene fornita una valutazione della tecnologia fotovoltaica e della potenza cumulativa installata e operativa in Italia alla fine del 2012, in seguito all’iniziativa nazionale di stimolazione del mercato. Inoltre sono descritte le attività di ricerca, sviluppo e dimostrazione su dispositivi e impianti fotovoltaici dai principali operatori italiani (ENEA, RSE, alcune Università, CNR ed alcuni laboratori privati).

The “Conto energia” Programme has been the national PV market stimulation initiative in operation from July 2005 to July 2013. In this period, about 530.000 plants have been installed, corresponding to a cumulative power of 18,2 GW and to the annual spending limit for incentive tariffs, fixed by the Italian Government at 6.700 M€. However, even if the Conto Energia is concluded, it is expected that in Italy PV installations will not be stopped, although considerably reduced. In fact, as highlighted by several PV operators, the development of PV in Italy without incentives could happen by initiatives at no cost for the public finances, like as clear rules for the sale of the produced electricity, the simplification of the authorization process, a major focus on self-consumption as well as fiscal bonus for PV investment. In response to these needs has recently updated the rules for exchanging energy with the grid and have been admitted to 50% tax deductions residential applications up to 20 kW. In this context, the electrical grid in some areas of the country is in the phase of adaptation but, in parallel, have not yet been taken into account initiatives aimed at promote the electric storage. The data reported in this paper have been collected by authors in the frame of a cooperation of Italy to the activities of the IEA PVPS (PhotoVoltaic Power Systems).
